Road maintenance fee to be collected from June
Users of svehicles will have to a pay road maintenance fee from June 1, 2012, according to Governmental Decree No. 18, which will come into that day, said the Vietnam Road General Department.

The fee on automobiles will be collected when vehicles’ owners carry out vehicle registration procedures, and that on motorbikes will be collected by the authorities at places where the vehicles’ owners reside, he said.
The Transport Ministry will also release detailed instructions for the organisation of fee collection, he said.
The ministry had earlier submitted to the Prime Minister a draft plan for implementation of the Fund, in which the proposed fee rates are divided into seven groups, depending on vehicle types.
Accordingly, the lowest rate of VND180,000 (USD8.65) per month will be levied on under-12-seat cars and under-2-ton trucks, while the highest rate, VND1.44 million (USD69.2) per month, will be applied to over-18-ton trucks and 40’’ container trucks. As for motorbikes, the fee will be VND80,000-120,000 per year, depending on cylinder volumes.
At these proposed rates, the Road Maintenance Fund, which has two levels, central and local, is expected to gain a total fee revenue of VND6 trillion (USD288.4 million) per year.
Of the fee amount collected from automobiles, 65 percent will be managed by the central fund, and the rest will be kept by local funds. Meanwhile, the entire revenue from motorbikes will belong to local funds, according to the Transport Ministry.
The Finance Ministry’s Policy Department said it would carefully consider each of the fee rates before they are issued, to make them reasonable and affordable to vehicles’ owners.
When the fees are applied, all traffic fee stations on national highways whose revenue belongs to the State’s budget will be removed, except for stations set up under BOT traffic infrastructure projects.
