The information was included in a HCM City report on security in the first six months of this year. According to the report, during the period, the municipality has had to deal with a complex security situation, with activities by hostile and anti-government groups.

The illegal Chinese oil rig, Hai Duong-981, has caused the public outrage, leading to a number of demonstrations.

Some members of the Vietnam Reform Party are alleged to have incited workers in HCM City and Dong Nai and Binh Duong provinces to destroy private property.

However, the HCM City police have reacted quickly to deal with any anti-government plots, arresting 134 people who caused damages to enterprises, with 23 being prosecuted.

The municipal police expect that from now to the year end, the city will continue to face complicated security situations due to ongoing tensions in the East Sea.

The party has been banned in Vietnam and has been labelled as a terrorist organisation. The stated goal of Viet Tan, however, is to promote non-violent political change in Vietnam.
