Hundreds walk with motorbikes to avoid fines

Police in Hanoi’s Ha Dong District are finding it difficult to deal with drivers who walked with motorbikes on the pavement to avoid fines.

Mo Lao and To Huu across Nhue River are key roads in Ha Dong District and they are often crowded during rush hours. To Huu Street is jammed and the cars can take up to the majority of the street.

Hundreds of motorbike drivers who want to go from Ha Dong to Thanh Xuan District often drive on pavements or in the wrong lanes. When there are traffic police, they walk with their vehicles on the pavement.

The strange sight was recorded on November 5 and 6 when hundreds of motorbike drivers walked with their vehicles on the pavement of the opposite lane, passing the traffic police.

Nguyen Duc Thang, vice head of the Traffic Police Team 7, said, "We have dealt with some drivers who drove in the wrong lane but there's no regulation to deal with those who walked. We'll keep sending out officers to patrol this section."

The situation sparked many debates where weak infrastructure and low awareness about traffic law have been raised.

Lawyer Nguyen Tien Thanh said that the drivers were clearly avoiding the laws but since they were only walking, the police couldn't do anything. Meanwhile, lawyer Vu Khac Cuong said that the police could still fine the drivers if they could prove that the drivers already violated the law before walking via the CCTV cameras or with witnesses.

"Walking with vehicles that obstruct the traffic can still be punished with warnings or administrative fines," Cuong said.

However, Cuong said that the authorities should find ways to regulate the traffic better such as narrowing down the pavement to expand the road surface.

"If the street is only crowded then the situation may improve," he said.
