A retired state official has been fined after the video clip of him dumping bags of rubbish on the streets was posted.

The man dumps rubbish on a road in Ha Tinh Province

Many people have expressed anger and tried to search for the driver. In the clip, the man drove a black car with 38N-3479 number plate to Hoi Bridge then casually dumped several bags of rubbish on the side of the road.

"I can't believe that a man that looks so polished would act like that. The authorities should find and punish the man," Facebooker Nguyen Hung commented.

It was later discovered that the clip was recorded by a private security camera at 4.04 pm on November 19 in Cam Xuyen, Ha Tinh Province and the man is Nguyen Quoc Tri, a former state official at Cam Xuyen District Department of Labour, Invalids and Social Affairs. On November 22, Hoang Van Chuong, chairman of Cam Xuyen said, "It is confirmed that the man is Nguyen Quoc Tri. We have transferred the case to the police."

Tri admitted to his illegal dumping, saying that he was cleaning his house so there was a lot of rubbish. While driving on the street, he saw a pile of rubbish on the road and claimed he thought it was a dumping site. Tri said he regretted his action. He was willing to pay the fine and hoped for forgiveness from the public.

Cam Xuyen authorities proposed a fine of VND3m.
