Many violations uncovered at Cat Linh-Ha Dong metro project
The State Audit Office of Vietnam has undercovered many violations and wrong payments at the Cat Linh-Ha Dong metro project in Hanoi.
The Ministry of Transport reviewed and approved of the adjusted plan and the adjusted capital from VND8.7trn (USD374m) to VND18trn without reporting to the prime minister and approval from the National Assembly.
According to the contract, the agreed time period for the project's test run and handover is 48 months. The deadlines were then extended to September 30, 2017. But four years later, the project is still incomplete. The State Audit Office said the Railway Projects Management Board hasn't clarified the responsibility of the Chinese contractor and related parties.
They also asked the Ministry of Transport to punish individual and groups that are responsible for the increased capital and report back by September 30.
According to the State Audit Office, ODAs from China helped deal with problems with investment capital for many projects but Vietnam also faced several disadvantaged binding terms. For example, the contractor must be appointed by China.
The Railway Projects Management Board said they were collecting VND91m to return it to the state.
