According to police's reports, on February 17, 44-year-old Ma Thanh and a Cambodian man named Visal wanted to buy face masks for charity and went to work with Quoc. Thanh told police that a small box of face mask was listed at VND220,000 (USD9) by Quoc. Quoc received USD50,000 in deposit and asked Thanh to pay VND4.3bn (USD186,956) in advance.

When Quoc bought 202 cartons of face masks at VND4.6bn (USD200,000), he wanted Thanh to pay more but Thanh refused.

On February 28, Go Vap District People's Committee suspended Nguyen Huu Quoc and transferred the case to the district police.

According to the police in Go Vap District, at that time, face masks were not included on the listed price stabilisation scheme so they could not prosecute Quoc for hoarding. Quoc, however, could be accused of smuggling face masks, however, the police still haven't been able to identify Visal or where the face masks were to be shipped to.

Go Vap Inspection Committee concluded that Quoc had violated the government and party's policies and laws when he used state vehicles and offices to conduct the trading. He also violated many rules and failed to follow the PM's directives when dealing with the pandemic.

Go Vap People's Committee said Quoc's action had caused negative public reactions and badly affected the hospital's reputation.

On April 28, Go Vap People's Procuracy extended the deadline for the police to verify the evidence.
