Nguyen Viet Dung, 31, was detained on September 27 at his home in Yen Thanh District.

Dung is accused of being part of an organisation that was trying to encourage people to fight against the state.

Dung, who was dismissed from the Hanoi University of Science and Technology in 2006 while being a second-year student, was sentenced to 15 months in jail by a Hanoi court in December 2015 for disturbing public orders after he was found guilty of organising a protest around Hoan Kiem Lake.

His sentence was then reduced to 12 months at a last year's court.

After being released, Dung returned to his hometown in Nghe An and has continued to cause public disorders, police said.

Dung’s arrest is one of a series made by the government this year against citizens who were accused of organising anti-government propaganda.

In July, blogger Tran Thi Nga, 40, from the northern province of Ha Nam was sentenced to nine years in prison for posting anti-state propaganda videos on the internet.

In June blogger Nguyen Ngoc Nhu Quynh, 38, from the central province of Khanh Hoa, was given a 10-year sentence for publishing what authorities called distorted stories and videos about the Communist Party and the government on her Facebook page.

Under Vietnam’s Penal Code, anti-government propaganda is a crime punishable by up to 20 years in jail.
