Tran Quoc Tuan, 23, was arrested on Sunday when joining a group of people who gathered at some areas in the city's centre to protest against the draft Law on Special Economic Units and the Law on Cybersecurity.
Tuan was found wearing police uniform and possessing a fake police identity card.
He and 140 other protestors were taken to the police station for causing public disorder.
A day earlier on June 16, police also detained 100 protestors including three fake police officers who carried knives, screwdrivers, tear gas spray and leaflets voicing opposition to the two controversial laws.

So far, the HCM City Public Security Department has prosecuted seven people for damaging state assets, agitating the crowds and organising protests against the draft Law on Special Economic Zone. They also fined 175 people and issued warnings to 38 people.
Binh Thuan Province's Police Department have announced that they would prosecute eight protestors for causing public disorder, vandalising and assaulting officers on June 10 and 11 in Phan Thiet City and Phan Ri Cua Town.
"Hanoi Police have worked with 13 people who participated in these illegal activities and detained two," Chung said, adding that detailed information will be made public soon.
