Minister proposes expanding Covid-19 support beneficiaries

Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung is seeking Prime Minister Nguyen Xuan Phuc’s approval for adding around 145,000 teachers who have become unemployed due to Covid-19 to the list of beneficiaries of a VND62 trillion (USD2.6 billion) support package.

The suggestion was made at the July cabinet meeting on Monday.

According to Dung, the USD2.6 billion support package for poor people and businesses affected by the Covid-19 pandemic has been carried out for more than three months.

Those eligible include people with meritorious services to the revolution, poor and near-poor households, and people on unpaid leave because their employers face financial difficulties caused by Covid-19.

Enterprises will be allowed to borrow from the Vietnam Bank for Social Policies (VBSP) at zero percent interest to pay the salaries for employees who have been furloughed due to the pandemic.

Roughly 22,000 household businesses have been approved to enjoy the package.

Dung noted that localities have basically completed support procedures for beneficiaries, except for the adjustment of regulations to the use of VND16 trillion for businesses.

At the meeting, Dung recommended that around 145,000 nursery teachers and those at private schools who have become unemployed due to Covid-19 would also need to be covered in the list. He emphasised that VND1.6 trillion should be spent for the added group.

“Despite adding more beneficiaries, the package value would remain unchanged at VND62 trillion,” Dung said.

The minister hoped that the proposal would be approved by the prime minister.

Dung also made the same suggestion at an online meeting between the government and localities on July 2.
