Hanoians bemoan bureaucratic vehicle registration red tape

Vehicle users in the capital will face fines of up to VND10 million (USD479.38) after a new regulation insists that they must hold documentation that names the primary driver as sole owner.

The controversial fine, which took effect on November 10, is six times higher than the earlier level.

Hanoi Traffic Police Chief Dao Vinh Thang said the regulation was included in the Decree 71 which was issued over a month ago.

Vehicle owners are required to prove their relationship with family members if they share a common vehicle. Unsurprisingly, inhabitants of the capital have branded the procedures as overly bureaucratic.

Nguyen Van Vuong, from Tu Liem District’s My Dinh Commune, said “The regulation is a bit vague. Now I don’t know what to do, because in my case I currently use a car that was registered by my father in law. Should I be fined?”

Nguyen Thi Lan from Dong Da District’s Lang Ha Street said the regulations were illogical as currently her six person family shared one car and three motorbikes, which would make it extremely difficult to comply with the ill-considered rules.

Those who buy second-hand vehicles must complete procedures to have their name included in the registration documents. Those who fail to complete the process will be fined from VND6-10 million (USD287.63-479.38) per car and VND1 million (USD47.93) per motorbike or other motorised vehicle.

Leaders of the municipal Police Traffic Department said the requirement was not new. They have always required owners of vehicles to complete procedures to change the name of owner in the registration documents within a 30-day period after their sale.

In cases where a vehicle has been sold several times, the last owner must be responsible to complete the procedures.

“My car was previously had two different owners, but according to the new regulations one of the owners was in a different location in the country so I need to find them. It’s really hard for me to find the first owner to get his signature for the procedures as I don’t know where is he,” said Nguyen Thanh Tung from Ha Dong District.

Decree 71 also stipulates that illegal racer and people aiding such races will be fined from VND1-30 million (USD47.93-USD1,438).

Car drivers will be fined between VND600-800,000 (USD28.76-USD38.35) for exceeding the speed limit.
