Conference helps strengthen social support in Vietnam

The Ministry of Labour, Invalids, and Social Affairs (MoLISA) has discussed improving Vietnam’s social support system at a consultative conference in Quang Nam province on January 11.
Vietnam has recently created many new social support programmes funded through cash and gift donations.

According to the Institute of Labour Science and Social Affairs (ILSSA), the total funding for these programmes, mostly in cash, accounted for 0.7 percent of the country’s 2011 GDP.

The weaknesses of the cash payment method are all too apparent as it is now considered outdated and wasteful of social resources.

Notably, complaint processing flaws and a lack of control and evaluation has brought about negative effects. Some of the required processes grew beyond the capacity of local social officials, not to mention the red tape confronting eligible beneficiary families.

Based on World Bank,United Nations Children’s Fund (UNICEF), and related expert consultations—as well as the valuable experiences of other countries—the government will develop a project to build a modern social support management and implementation system as part of its efforts to reduce poverty.

Twenty four pilot districts in eight provinces will be the first to experience the new system over two phases in 2014­–2016 and 2017–2018. The project is estimated to cost US$75 million.

The project is expected to address the limitations of Vietnam’s current social support payment method.
