The government has proposed major solutions for realising major socio-economic targets for 2014, aiming to achieve a GDP growth rate of 5.8% and keeping inflation at 7%.

The government has made a draft resolution clarifying the overall objectives of the 2014 socio-economic development plan which was approved by the National Assembly at its recent session in Hanoi.

Besides the 5.8% GDP and 7% inflation targets, Vietnam will strive to increase the export value by 10%, reduce the import surplus to 6% of the export value, raise total social development capital to 30% of GDP, cut the rate of poor household by an additional 1.7-2%, and generate 1.6 million jobs.

To meet these targets, the government has draft nine major tasks and solutions to be discussed at the December 23-24 online conference with leaders of 63 provinces and cities and with Prime Minister Nguyen Tan Dung in the chair.

First of all, priority will be given to macroeconomic stabilisation and inflation control by continuing implementing flexible monetary and tight fiscal policies, developing types of markets, boosting exports and controlling imports.

Second, efforts are needed to ease business difficulties and boost production enabling businesses to get easier access to bank loans and effectively carrying out preferential policies.

Third, the government will speed up the realisation of three ‘strategic breakthroughs’, along with restructuring the economy, renewing the growth model, and improving the quality, efficiency and competitiveness of the economy.

The Party has identified three ‘strategic breakthroughs’ namely finalising the socialist-oriented market economy institution, rapidly developing human resources, and building a synchronous infrastructure system.

The government says it is imperative to ensure social welfare and security, improve people’s living conditions, efficiently use national resources, protect the environment, and respond to climate change.

Other solutions include intensifying the fight against corruption and waste, dealing with people’s petitions, ensuring national defence, security and social order, expanding foreign relations and international integration, and enhancing communications to create social consensus.

The conference will examine the resolution and approve it on December 24.
