Two high-ranking Party officials disciplined for serious violations

The Secretariat decided to discipline two high-ranking Party members on September 21 by stripping them of all Party posts for committing serious violations.

The two disciplined officials are Nguyen Phong Quang, former deputy head of the National Steering Committee for the Southwestern Region during the 2011-2016 period and Nguyen Anh Dung, former chairman of the Vietnam Chemical Group (Vinachem).

Quang, who was also former Party head of the Steering Committe, is found to have violated the principle of democratic centralism and working regulations, in addition to failing to follow the standard process in making 30 appointments, including the rapid promotion of two unqualified officials.

He is also held accountable for the Steering Committee’s serious mistakes in financial management, causing huge losses to State-owned properties.

The Steering Committee transferred more than 2,000 square metres of land under its management to the Southestern Association for the Protection of Poor Patients in violation of the Law on State Asset Use and Management.

Meanwhile the former Vinachem chairman is accused of malpractices in personnel selection and the management of capital, assets and property, which led to very serious consequences.

Due to Dung’s lack of inspection and oversight, four major projects undertaken by Vinachem, namely the Ninh Binh Fertiliser Plant, the Ha Bac Fertiliser Plant expansion project, the Lao Cai and Hai Phong DAP Fertiliser projects, have been operating at a loss.

Besides dismissing Dung from all of his Party posts in Vinachem and the Party Committee of the Central Business Block, the Secretariat has also urged the Ministry of Industry and Trade, which directly runs Vinachem, to consider other administrative disciplinary action against Dung.
