From 7 pm, November 19 to 7 am on the next day, three hydro-reservoirs discharged a total of 130 million cubic metres of water into Huong and Bo rivers.

Vice Chairman of Dai Loc District People's Committee, Quang Nam Province, Ho Ngoc Man confirmed that heavy rains with water discharge by A Vuong, Song Bung, Song Tranh 2 and Dak Mi hydropower plants had flooded many low-lying terrains on November 20. Four communes in Nong Son District are isolated.

The traffic from Dai Loc District's centre with other communes including Dai Hung and Dai Lanh was severed. Some people charged VND20,000 per person to travel over the submerged road with carts or boats.

The authorities of Bac Tra My District evacuated 500 households after 12 people were killed in landslides. Nam Tra My District also evacuated several households living in danger zones.

Many areas in Thua Thien-Hue Province are also under water. A number of roads in Quang Dien, Phong Dien, Phu Vang districts and Huong Tra Commune are flooded, forcing people to travel by boat. Thua Thien-Hue Steering Committee for Disaster Prevention and Search and Rescue ordered to carefully regulate the reservoirs.

The north-south railway running through the Hai Van Pass was blocked by a landslide on November 20 afternoon. The train was stuck in Thua Thien-Hue Province at around midnight and the driver had to run the train back to Lang Co Station.
