Major investor safety failures in fire death trap tower block

Ho Chi Minh City's Department of Construction have highlighted various violations at the Carina Apartment, where 14 people were killed in a recent fire.

The department has reported to the city party committee and the city people's committee about the violations on March 26.

According to the report, Carina Plaza was invested by Hung Thanh Company and gained a building permit in May 2009. It was completed in 2011 and put into use the following year. The International Construction and Investment Consultancy Company is the project's design consultant, the National of General Construction Consultants JSC is the supervisor and the construction company is the Coteccons Construction JSC.

In 2015, the department received complaints from residents about the lack of a management board, lax security and unclear use of funds for the building's management. In 2016, the investor hired Saigon Real Estate JSC to manage the building but the contracts lacked many terms such as maintaining the elevators and fire safety system, the report said.

The construction is also different than the approved design. For example, some skylights were blocked and the shopping area lacked escalators.

According to the fire department in District 8, they had already noticed that the fire safety system in the building hadn't worked on previous inspections. They had filed reports and ordered the investor to fix the system to no avail.

The Department of Construction suggested letting the Institute of Building, Science and Technology to review the quality of the construction, especially the parts that had been damaged in the fire and suggest solutions.

The city fire department was asked to check the building and the District 8 People's Committee will help set up the building's management board.

The investigators have pressed charges for violations of fire prevention and fighting rules on March 26.
