The National Assembly (NA) has agreed on the government's proposal to postpone the debate on the Special Administrative and Economic Units draft Law.

85.65 per cent NA deputies agreed to delay the vote on the controversial bill until the next session at a meeting on Monday morning.


After the voting, NA Chairwoman Nguyen Thi Kim Ngan mentioned protests in some localities on June 10. This showed that issues discussed at the legislature were closely followed by the public, she said, and expressed her regret that people had overreacted as they lacked a better understanding of the issues.

The top legislator called on people nationwide to keep calm and trust the party and state.

She stressed that the NA always listened to opinions about draft laws deliberated at the legislature.

The NA Standing Committee also asked the NA to assign the government to co-ordinate with the committee in researching, collecting opinions and revising the draft law along with related draft resolutions and projects.

Earlier on June 9, the NA Office announced that in special cases businesses could lease land up to 99 years for production and business in special economic zones and this would not be regulated in the draft Law on Special Administrative and Economic Units of Van Don, Bac Van Phong, and Phu Quoc.

Vietnam is planning to establish three special economic zones, Van Don in the northern province of Quang Ninh, Bac Van Phong in the central province of Khanh Hoa, and Phu Quoc in the southern province of Kien Giang.

The Ministry of Planning and Investment claims that the special economic zones could attract USD9.5 billion each year from tax payments and land-related fees.
