Minister of Public Security vows to clarify responsibility in Vinashin case

The Minister of Public Security vowed to clarify the details of those responsible for the downfall of one of Vietnam’s largest companies, Vinashin.

Minister of Public Security Le Hong Anh: Vinashin has seriously broken provided regulations

Le Hong Anh, Minister of Public Security, said that during the investigation of the Vietnam Shipbuilding Industry Group (Vinashin) case, responsibility of state management bodies will be clarified.

Anh added that the ministry was determined to make efforts to accelerate the investigation progress.

DTiNews held an interview with Le Hong Anh regarding the issue.

What is the progress of the investigation of Vinashin case?

As the Politburo and the National Assembly have mentioned, Vinashin operates with many businesses and in many fields but it proved to be ineffective. Investment such as ship or old generator purchases brings no benefits.

Our management is loose and it’s a pity that the Vinashin case even happened. However, we need to have a group or company operating in the shipbuilding area. Therefore, the Politburo directed that it is necessary to restructure Vinashin with the main function of shipbuilding.

The inspection and investigation of Vinashin is to identify its shortcomings and ensure their proper restructuring in hopes that this will not be repeated.

The ministry has bodies and agencies in charge of monitoring operations of economic groups but it seems that those bodies were slow to recognise Vinashin’s fault, how do you comment?

Under the law, the public security forces cannot suddenly intervene in any economic group or company’s operation. Such an intervention would have a negative effect on their business.

The public security only gets involved in a case upon the request of inspection agencies regarding any problems in the operation of a group or a company.

Previously, the investigation of a number of major cases was prolonged for many years. How about the Vinashin case?

We are of the view that we will try our best to accelerate the investigation progress of this case. However, it still depends on many factors including the compiling of evidence. For instance, the investigation progress of the East-West Boulevard case was slowed down due to the incorrect translation of documents related to the case.

As a practice, in major economic cases, the investigation will clarify the lack of responsibility of state management agencies. Is this true of Vinashin case?

Yes, certainly. The clarification of responsibility will be made public.

Many National Assembly deputies are concerned about the state management responsibility but they are also of the view that it’s really difficult to make it clear. Do you think the investigation agencies can make it happen?

The Politburo has assigned investigating agencies to clarify the responsibility of ministries and agencies which have the management authority towards economic groups and corporations, including Vinashin.

I got to know that the Communist Party of Vietnam (CPV) Central Inspection Committee is finalising the documents which ask related bodies and agencies to review their responsibility

The clarification of responsibility in Vinashin case will be made public.

Currently, the National Assembly deputies hold different views on the establishment of a temporary commission to investigate state management responsibility in Vinashin’s case. What is your view on this?

We will leave this issue for the National Assembly’s Standing Committee to make a decision on that and recommend the decision to the National Assembly.

With initial investigations, what can we say about Vinashin’s infringement?

Vinashin has seriously broken the law and regulations.

What was the infringement of Vinashin’s former General Director cum Chairman of the Management Board and other individuals?

I cannot speak on this topic at the moment because the investigation is ongoing.

How do the investigation agencies assess the initial reports of the CPV Central Inspection Committee on the Vinashin’s case?

Generally, we agree with comments on this case.
