Two former directors of Vietnam Social Security arrested

The Investigation Police Agency under the Ministry of Public Security has begun criminal proceedings against four people who committed violations at Vietnam Social Security (VSS), the ministry said Friday.

A temporary detention order and search warrant have been issued on former deputy minister of labour, invalids and social affairs Le Bach Hong who is also former VSS general director; former VSS general director Nguyen Huy Ban; and two former head of general planning division under the VSS planning and finance department Tran Tien Vy and Hoang Ha.

The arrests are part an effort to widen investigations into wrongdoing at Vietnam Social Security, which runs social insurance operations, and at a bankrupt state-owned finance leasing firm, said the ministry.

The former officials have been charged with “intentionally violating State regulations on economic management and causing serious consequences” for VSS, the Vietnam Bank for Agriculture and Rural Development's Financial Leasing Company No.2 and other related units.

Le Bach Hong was Deputy Minister of Labor, Invalids and Social Affairs between 2005 and 2008. In late 2008, he was resigned to work as general director of VSS. He retired in 2014.


According to reports from the inspection team, Hong had made violations in financial reports at the insurance agency, and failed to review on wrongful lending at the unit.

The case is being investigated to retrieve State properties.
