HCM City plans motorbike ban by 2030

The Department of Transport in HCM City has proposed to ban motorbikes in the city centre in 2030.

 

A congestion in HCM City

The proposal is part of efforts to improve public transportation and limit personal vehicles to deal with congestion in the city.

If the proposal is approved, motorbikes and three-wheelers would gradually be completely banned in the inner district during 2025-2030 period. The Fatherland Front Committee will review the plan before submitting it to the HCM City People's Council.

Several congestion spots will occur around parking lots along the ring roads during this time.

According to the project, public buses will still be the top means of transport for the city until a more efficient means of transport such as the metro lines are completed. The goal is to have 15-20% of the citizens use public transports in 2020, 20.5-26.6% in 2025 and up to 36.8% in 2030.

It is expected that by 2025, the average distance to the public transport system will be less than 500m so that citizens will not need personal vehicles. HCM City authorities will also charge cars that want to go to the city centre. Drivers will have to face a congestion fee and environment fee during the 2021-2025 period.

It is estimated that the city will have to spend over VND52trn (USD2.2bn) to develop public buses from the city's budget. A total of VND323trn from private sectors and the ODAs will be used to develop other mass transit systems.

HCM City is the second city proposed motorbike ban after Hanoi. Hanoi's motorbike ban has faced various criticism and doubts about its practicality. Many people said the authorities should develop the public transports first before implementing the ban.
