Authorities of HCM City and Tay Ninh Province have worked on the project.

The 53.5-km road will start from Belt Road 3 in Hoc Mon District in HCM City and end at Moc Bai Border Gate in Tay Ninh.

The project has been recommended to be conducted in two phases. The first phase will build HCM City-Trang Bang section of 33 kilometres with four lanes, while the second will build Trang Bang-Moc Bai section of 6-8 lanes.

According to the proposal, each side would cover the costs for site clearance by themselves with VND2 trillion for HCM City and VND1 trillion for Tay Ninh. They also suggested the selection of contractors for the project.

Once operational, the project will help to ease traffic on National Highway 22 which usually sees large numbers of traffic accidents. The shortened route between HCM City and Tay Ninh will also link the province with the southern key economic zone.
