HCM City needs VND5.6trn to deal with congestion

HCM City needs VND5.6trn (USD244m) to carry out seven projects to ease congestion around Tan Son Nhat Airport until 2022, according to Tran Quang Lam, head of the Department of Transport.


  

Congestion in HCM City

According to the plan, Tan Son Nhat Airport will have the capacity to serve 25 million passengers per year in 2020. However, with this capacity, the airport will still be overloaded quickly. The Ministry of Transport has just adjusted the plan so that Tan Son Nhat Airport will have the capacity to serve 50 million passengers in 2030.

After completion, Terminal 3 will be able to serve 20 million passengers a year. The terminal would be 100,000 square metres, of which 4,670 square metres would be used to expand plane parking areas. Total investment for the terminal is estimated at VND11.4trn (USD496m).

"If we use everything wisely then the infrastructure around Tan Son Nhat Airport is good enough for 40 million passengers a year. But with such fast-growing rate of the aviation industry, it will be overloaded if we do nothing to deal with the problem," he said.

Lam emphasised that it is important to invest in a street that is parallel with Cong Hoa Street and connect with the terminal 3. The city authorities will also expand other streets around the airport such as Hoang Hoa Tham, Tan Ky-Tan Quy and Truong Chinh. The routes inside the airport will also be adjusted for better connections and traffic.

"There are a total of seven projects that need VND5.6trn of investments from now to 2022 when Terminal 3 will be put into operation," he said.

A team that includes officials from the Ministry of Defence, Ministry of Transport and HCM City People's Committee has been set up to monitor the projects.

Luong Minh Phuc, director of the Management Board of Transport Projects under HCM City People's Committee, also agreed that a parallel street with Cong Hoa Street would play an important role.

"Terminal 3 will go into operation in 2022 so the infrastructure must be completed six months beforehand. Related agencies are reviewing the designs and drafting a ground clearance plan so that the constructions can be started in 2020 and be completed in 2021," he said.

Congestion around Tan Son Nhat Airport has become a norm, especially during holidays. The local authorities have tried many measures to ease congestion.
