PM issues Directive on digital technology enterprises

Prime Minister Nguyen Xuan Phuc has signed Directive No. 01 / CT-TTg on promoting the development of digital technology enterprises in Vietnam.

Based on many new technologies with a digital core (artificial intelligence, deep machine learning, big data, blockchain, cloud computing, and the Internet of Things (IoT)), digital transformation is creating new development space - a digital economy, a digital society, and e-government. In particular, it opens up a great opportunity for Vietnam to develop by adopting breakthrough measures, quickly catching up with developed countries and completing a full digital transformation process.


The country needs to develop businesses that apply, transfer, research and develop, and produce products, platforms, and solutions based on digital technology to promote innovation, which plays a very important role in realizing the opportunities and potential that digital transformation brings when bringing digital technology into all areas of life to every citizen.

Vietnamese digital technology enterprises should take the lead and create breakthroughs in the implementation of the “Make in Vietnam” strategy with the guideline that “Vietnamese enterprises strive to gradually master technology, actively design and manufacture, create products, and be proactive in creating new services, solutions and business models.” Local digital businesses will contribute to the mission of making Vietnam an industrialized country, growing its economy quickly and sustainably and embracing the goal of making it a high-income country by 2045.

Following the model of a number of countries with developed economies based on digital technology enterprises, by 2030 Vietnam needs at least 100,000 digital businesses to develop the digital economy and build smart cities and e-government and broadly apply digital achievements in socioeconomic fields and national digital transformation.

Four types of digital businesses must be given focus: (i) Big commercial and service enterprises in socioeconomic fields shifting their operations to digital technology and core technology research and investment; (ii) Information technology enterprises that will undertake pioneering missions in researching, developing, and mastering digital technology and are proactive in production; (iii) Startups applying digital technology to create new products and services in socioeconomic sectors and fields; and (iv) Startups innovating in digital technology.
