Khanh Hoa and Binh Duong provinces sent official documents to the Ministry of Health to join the clinical trial. Binh Duong said 200,000 volunteers would participate. Binh Duong has recorded over 17,000 positive cases so far.

Deputy Minister of Health Tran Van Thuan said the trial must be approved by the Research Ethics Committee first then a review will be carried out.

"We don’t support administering vaccine shots to the public without permission under a trial," he said.

Nanogen, the developer of Nanocovax, said they had divided the third stage into smaller phases. In the first phase, 1,000 volunteers were given the vaccine and 12,000 people were given the vaccine in the second phase. Initial results showed that the vaccine was safe and effective. However, they still need more time to assess the results.

Nanogen has asked the Ministry of Health and the Research Ethics Committee to start the third phase to give the vaccine to 500,000 to one million volunteers. They also asked for permits to research the effects of the vaccines on children aged 12 to 18.

The Ministry of Health asked Nanogen to submit their data by August 15.
