JTC bribery allegations: three more officials suspended

Three more transport officials have been temporarily fired for investigations into whether they are associated with the Japan Transportation Consultants, Inc. (JTC)’s alleged bribes for an ODA project in Vietnam.
 

JTC is reported to have offered JPY80 million in corrupt financial incentives to several Vietnamese transport officials to win a bidding package for the Hanoi urban metro route No1 project.

Under a decision dated March 24, Vietnam Railways (VNR) suspended deputy general director Ngo Anh Tao and deputy general director Tran Quoc Dong from work for investigations. Tao is in charge of the VNR Project Management Unit (PMU), while Dong used to head the PMU.

Tao and Dong will spend 10 days, starting on March 24, writing explanatory reports on their individual responsibility for the Hanoi metro No1 project.

The same day, the Vietnam Railway Authority (VNRA) also signed another decision firing Tran Van Luc, director of the VNRA Project Management Unit, from work for investigations. Luc was director of the railway project management unit under VNR.

On March 23, VNR also suspended Nguyen Van Hieu, Director of the VNR Project Management Unit, for questioning by the authorities.

In an interview granted to a local newspaper, Hieu denied all allegations and insisted he had not received any payment from the Japanese consultant.

Tran Ngoc Thanh, President of Vietnam Railways’ Member Board, said VNR is examining all documents and evidence associated with the metro route No1 project stretching from Ngoc Hoi to Yen Vien. It will also examine ODA projects that JTC has involvement in.

Deputy Minister of Transport Nguyen Ngoc Dong had a meeting with the Japan International Cooperation Agency (JICA) on March 24, and said he would reveal the result of the meeting later that day.
