PM requests fight against interest groups in BOT projects

Prime Minister Nguyen Xuan Phuc has requested to tackle violations and interest groups in build, operate and transfer (BOT) projects which have raised public concerns over the past time.

The PM made the request at the government meeting on August 31.

 

The investor of the Cai Lay BOT toll station has had to reduce fee following protest from drivers.


The government leader instructed the Ministry of Transport to co-operate with the Ministry of Finance and localities to check the operation of BOT projects for the submission to him early this month.

“Currently, there are up to 70 kinds of transport fees, meanwhile, fees at BOT toll stations remain very high, so, we need to take measures to improve the situation to avoid the negative publicity on the transport sector,” Phuc said.

It is essential to tackle violations in BOT projects and fight against interest groups in the implementation and operation of these projects, he urged.

BOT projects have made headlines due to continual problems. Cai Lay BOT project has faced strong opposition from drivers due to its high fees. To oppose the fees, drivers used small notes, costing more time for the station officers for the fee collection.

A recent report from the Government Inspectorate showed that more than 70 BOT projects sanctioned by the Ministry of Transport have appointed contractors.

To date, the majority of BOT transport projects in Vietnam have appointed contractors, instead of going through a tendering process to select the most appropriate bids.

Meanwhile, many projects which only upgraded road surfaces, have also collected fees which are even higher than the fees for big road projects.
