HCM City vows to cut customs clearance time

HCM City Customs Department aims to reduce customs clearance time in 2019 by half or more than two-thirds.

Dinh Ngoc Thang, head of the Customs Department, announced the ambitious target during a meeting on January 10.

According to Thang, the government wants to reduce the time to clear exports and imports through customs to 70 hours and 90 hours respectively. HCM City Customs Department aims to have even shorter clearance time. Creating more favourable conditions for businesses would help improve the state budget so that revenue from imports-exports will surpass VND108trn (USD4.7bn).

Besides cutting red tape, the customs department would tighten management to prevent smuggling and fraudulent trade.

Thang promised businesses would be more satisfied with improved services, quicker procedures and officers with better attitudes this year.

Tran Vinh Tuyen, vice chairman of HCM City People's Committee, said their goals in 2019 were to achieve export turnover of over USD110bn and budget revenue of USD4.7bn. Tuyen asked the customs department to co-operate with other agencies to better understand firms, their situations and propose suitable solutions.

HCM City is one of the leading provinces and cities in administrative reform. The 2018 budget revenue reached VND108trn, about VND367bn (USD15.8m) higher than the set goal.

The Customs Department have honoured 200 outstanding businesses that followed procedures and contributed a total VND60.1trn (USD2.6bn) to the city in taxes.
