National Assembly deputies propose tighter water business regulations

Many National Assembly deputies have suggested that tap water business needs to be added into the list of conditional business sectors amid public concerns about the quality of water from domestic suppliers.

The proposal was made at a discussion on the revised Law on Investment in Hanoi on Wednesday.

According to Deputy Truong Trong Nghia from HCM City, tap water business should be considered as a conditional business area in the revised Law on Investment.

Following the case in which Thailand-based WHA Utilities & Power Plc.’s (WHAUP) accounts for 34% of the Duong River Surface Water Plant in Hanoi, Nghia recommended that it is necessary to consider the stake ownership rate of foreign investors in key areas such as tap water.

Tap water directly impacts people’s health, therefore, its related business activities have to be closely supervised.

Deputy Nguyen Xuan Thu from Khanh Hoa Province shared the same idea with Nghia, saying that this should be done to ease the public worry after the recent oil contamination of Song Da Water Investment JSC.

Duong River Surface Water Plant has a total investment of VND5 trillion (USD217.4 million) from shareholders namely Hanoi Water Co., Ltd. (10%), New Technology Application and Tourism One-Member LLC (Newtatco) (5%), AquaOne Water Corporation (58%) and WHA Utilities & Power Plc.’s (34%).

The Thai investor acquired the stake from Vietnam-Oman Investment JSC.
