Hanoi may only apply stay-stay-work plans to firms with less than 500 workers to avoid mental problems for workers, pressures on firms and cross virus infection inside workplaces.

In Thang Long Industrial Park, firms quickly tightened monitoring from everything from where people sit on shuttle buses to contact tracing plans. Several firms at Quang Minh Industrial Park said staying at workplaces badly affects the mental health of the workers. Moreover, it is also very costly for firms during such a difficult time. The vaccination rate is still the most important factor to fight Covid-19.

Me Linh District People's Committee authorities said they had started the sixth wave of the vaccination programme for factory workers. On July 31, they gave 13,000 shots and 10,000 shots on August 1. The district is still reviewing the stay-at-work plans of 100 firms but only a few met the requirements.

Deputy Director of Hanoi Department of Industry and Trade Dam Tien Thang said they had asked firms to build plans for emergencies and directed them on how to submit reports online and better manage their workforce in accordance with preventive measures.

As of now, 140 firms have prepared stay-at-work plans or shuttle bus plans. 571 firms have submitted reports online.

Hanoi Management Board of Industrial and Processing Zones said Hanoi hasn't required firms to apply stay-at-work plans yet, the authorities only asked firms to organise shuttle buses to better manage their workers. It's not easy for large firms to organise stay-at-work plans. Star Fashion Company with 800 workers in Phu Nghia Industrial Park had to close after a positive case was found.

According to the management board, when the stay-at-work plan was applied in Bac Ninh, Bac Giang and Vinh Phuc provinces, the outbreak had not spread so widely. Many firms in Binh Duong Province also applied this plan but had to close after a while.

The management board is considering applying the plan only to firms with less than 500 workers whose facilities meet the requirements. The number of workers that work on manufacturing lines will be reduced by 30-40%.
