HCM City struggles against overcrowded schools
The authorities in HCM City are searching for new methods to increase the number of classes in the city because of a lack of land.
Meanwhile, in Tan Phu District, Phu Tho Hoa Ward doesn't have a primary school and Phu Thanh Ward lacks a nursery school. The local authorities have to use a ward community house as a nursery school for 4,000 children. NA Deputy Truong Trung Kien demanded an explanation over the city's land management for such situation.
Deputy Huynh Dang Ha Tuyen from Binh Tan District said they were also facing a huge pressure from lack of classes for children and proposed to increase the permitted number of floors for schools.
Tan Phu People's Committee said they had plans to build more schools but lacked funds for ground clearance. Recently, they had found out an empty land and proposed to build a nursery school there. The plan to build a primary school is postponed. The school is supposed to be located inside another project which is having trouble at the moment.
Nguyen Thanh Nha, director of the Department of Planning and Architect, said, "The permitted number of floors for nursery schools is three. If the building has five floors, the top two floors must be used for administration, not the classes."
He went on to say that they were working with the Ministry of Construction to deal with this and issue regulations that would suit different areas. HCM City authorities are also reviewing urban area projects without schools or slow in building schools.
