HCM City prevents child abuse at kindergartens with city CCTV cameras
HCM City’s authorities are planning to install 315 cameras at local kindergartens at the cost of VND3.2bn (USD137,000) to prevent child abuse.
The funding for the CCTV cameras will come from the city's budget. The pilot programme will be carried out in District 1, 12 and Hoc Mon. Cameras will be installed in classrooms, sleeping area, dining rooms, kitchens, playgrounds, hallways, parking lots and school gates.
After one year, the authorities will review and expand the programme to the whole city.
According to the new survey conducted by the Department of Education with teachers and parents in District 1, 12 and Hoc Mon, 48% of asked teachers and 88% of parents supported the proposal.
However, many teachers said that many problems might occur when the camera feed and images are uploaded on the Internet. Parents may misunderstand the situations or feel too worried about their children and could harass teachers with continual calls.
The programme was proposed after the some child abuse cases have been reported at local private daycare centres, including one at Mam Xanh Day Care Centre in District 12 last year.
Police in HCM City have arrested and prosecuted the owner of a local daycare centre for slapping, kicking, punching and threatening the children with a knife. The owner said that the children were too playful so she had to do so to force them to be obedient.
