Hanoi parents face 41.9% tuition fee rise

Hanoi Department of Education and Training has proposed a plan to raise the tuition at public schools in the 2019-2020 school year.

The plan has been submitted to the Hanoi People's Committee by the Department of Education and Training, Department of Labour, Invalids and Social Affairs and the Department of Finance.

The fees for children at five years old, pupils at primary schools and secondary schools will stay the same. The fees for children under five years old and pupils at high schools will be raised by 41.9% to VND220,000 (USD9.45) per month in the cities, a 26.7% increase to VND95,000 in the rural areas and a 26.3% increase to VND24,000 in mountainous schools.

The money will be used to improve teacher salaries and equipment.

Hanoi People's Council approved a resolution in 2017 to raise tuition fees continuously every year until the 2020-2021 school year. The fees will reach the cap fees set in the Resolution 86 which are VND300,000 (USD13.20) for the urban pupils, VND120,000 for rural pupils and half of the cap limit for mountainous areas which is VND80,000.

According to Hanoi authorities, tuition fees in Hanoi are still lower than in HCM City, Bac Ninh and Nam Dinh provinces. With the new rate, Hanoi will collect over VND653.3bn (USD28.7m) in tuition fees.

Pupils from disadvantaged backgrounds won't be affected.
