Government maps out education budget for 2011

The Ministry of Education and Training said the total state budget dedicated to education for 2011 is expected to be VND5.08 trillion (USD254 million), up 2.9% from 2010.

Of the sum, the majority will come from domestic sources which will total VND4.14 trillion (USD207 million) and the rest will be from foreign sources. Next year, spending for administrative management year will see a rise of 5.3%; sci-tech spending will be up 8.1%; expenditures for environmental protection up 5.3% and basic construction will drop 11.8%.

According to the ministry, regular estimated expenditures for 2011 will make up some VND4.18 trillion (USD209 million), up 11.9% from 2010. The state budget will ensure entire expenditures for regular activities of ethnic minority high schools while expenditures for colleges and universities of teacher training, culture-sports, agro-forestry-fisheries and technology will get the state budget for part of their regular activities.

Economic and finance universities will have to ensure their entire regular activities and only receive state funds for part of their non-regular activities.

Along with the state budget support and school fee reduction issued by the government, average training fees for a pupil and student in 2011 will be higher than 2010.

Doctor programmes will cost from between VND10.29 million (USD514)-VND12.04 million (USD602) per student, up 52% against 2010. Master programmes will cost from VND7.13 million (USD356) to VND8.18 million (USD409) per student, up 34%.

The figures for a student to study at a university will be VND5.83 million (USD291)-VND5.76 million (USD326.5), up 19%; for a student at a college will be VND5.2 million (USD260)-VND5.76 million (USD288), up 17%, and for a student at a vocational training school it will cost VND3.41 million (USD170.5)-VND3.9 million (USD195), up 30%.
