Preschool for all young children by 2015

Vietnam has set a target date of 2015 for completion of its program to provide pre-education to every child under the age of 5.

The Ministry of Education and Training has approved the plan, which will be implemented in the five-year period between 2010 and 2015.

In February 2011, the ministry will circulate new guidelines for providing disadvantaged 5-year olds with VND120,000 (USD6) per month for school lunches.

These guidelines will also include the implementation of new preschool programs in mountainous regions.

In March, the ministry plans to issue new guidelines on salaries of teachers as well as new personnel targets for preschools. During the same month the Government will make a decision adjusting policies for preschool education and development. The decision will address teachers’ pay and social insurance benefits.

The objective of the program is to ensure that all children under five years of age, in all localities nationwide, are provided with care and education throughout the year. The move is expected to help give children a comprehensive preparation for primary education.

According to the targets set by the ministry, ten localities should complete the program’s requirements by 2012. These include Hoa Binh, Phu Tho, Hai Duong, Hung Yen, Bac Ninh, Vinh Phuc, Thai Binh, Ha Tinh, Khanh Hoa and Ho Chi Minh City.

Hanoi will also be early, completing in 2014, while the remaining localities will have until 2015.
