In their public statement released on Thursday morning, the British Council Vietnam, one of the two organisations licensed by the Vietnamese Ministry of Education and Training (MOET) to organise the International English Language Testing System (IELTS) tests in the country, said that the situation was beyond their control and they were working closely with the ministry to restore operations as soon as possible.

"We will be providing a free transfer to all affected test takers, and we will reach out to all of you directly via email when the test sessions are allowed to resume," the statement said.

A day earlier, they also sent emails to IELTS candidates informing them about it.

IDP, the other organisation, has also followed suit to issue the same announcement.

The announcements came after the MOET on Tuesday asked education departments at all cities and provinces to review the organisation of foreign language tests and report to the ministry.

According to the MOET, the lack of strict management of the organisation of the tests risked affecting the rights of test takers.

To enhance management and ensure the affiliation and organisation of foreign language tests, the MOET advised local authorities to strictly monitor groups and individuals organising these tests. Only those that receive approval or renewed approval from the ministry can organise foreign language tests.

In Vietnam, many universities use IELTS certificates for entrance examinations and recognition of foreign language output standards.
