Rubbish is flooding Ha Long City's streets because of a price dispute with a waste treatment company.

Because of the dispute, Indevco Group has refused to accept the city's rubbish. Ha Long City People's Committee had to ask the Nui Beo Coal Mining Company to let them temporarily dump rubbish into their landfill. After it was discovered and stopped by the environmental police, the rubbish has nowhere to go and is piling up on the streets.

Quang Ninh provincial leader said on November 12 that based on the contract, all rubbish would be transported to the Indevco's dumping site and burnt. However, this waste treatment company has not entered operation yet so the rubbish has not been burnt.

The State Audit Office concluded that it was not right that the city authorities are paying for the rubbish to be burnt all this time while nothing has been done.

Quang Ninh provincial authorities said they stopped paying the old prices and were calculating a new price plan. From November 1, Indevco also stopped receiving the rubbish. The provincial authorities asked for opinions from the related agencies to dump the rubbish into Nui Beo Coal Mining Company's landfill as the streets are becoming increasingly bad.

In Hon Gai Ward, rubbish is dumped on the streets and in the alleyways. Sanitation workers said they still collect the rubbish at collection points but there was nowhere else to dump the rubbish.

Tran Van Hoan, a local on Vuon Dao Street, said they were still paying the sanitation fees but the rubbish was littered everywhere and the smell was unbearable. Le Thi Hoa in Bai Chay Ward said no one collected the rubbish in her area.

Many tourists also expressed concerns and are upset when visiting Bay Chay Beach.
