The authorities in HCM City is calling for investment for ground clearance and canal upgrade project.


  

20,000 households will be relocated in a canal clearance project in Ho Chi Minh City

On February 1, HCM City People's Committee held a conference to call for investment to clear over 20,000 households living near the canals and improve the city's canal system.

After 20 years, the local authorities were able to relocate 36,000 households lived along Nhieu Loc-Thi Nghe, Ben Nghe-Tau Hu-Doi-Te and Tan Hoa-Lo Gom canals. However, there are still 20,000 households left. The recent urban development programme for 2016-2020 period aims to relocate the rest of the households, improve the surrounding environment, and upgrade the infrastructure of several canals such as Xuyen Tam and Song Tan.

According to the Department of Planning and Investment, the programme will cost VND25.74trn (USD1.13bn), however, the state budget can only provide VND2.50trn. HCM City Vice Chairman Tran Vinh Tuyen said they directed related agencies to develop supporting policies to attract investors for public-private partnership projects.

Su Ngoc Anh, head of the Department of Planning and Investment, said they would use technology to reduce costs and attract investors with rights to exploit the location and host advertising. An agency specialised in in urban landscaping will be established similar to those in India and Japan. This agency will have authority to regulate the land lots, propose activities and policies to attract investors.

Pham Manh Thang, vice head of Vietcombank promised to give loans to eight projects and said Vietcombank was willing to become the programme's investment bank. Ouseman Dione, head of the World Bank in Vietnam, also promised to give support to the project.

However, many locals said they hadn't been informed of the clearance plan and how much they would be compensated. "I heard that everyone must be relocated by 2020 but the district authorities haven't said anything yet," said Bui Van Tang in District 8.

Nguyen Thi Loi said her family didn't dare to spend money on repairing the house and they were not sure where to live after. Some people said the compensation was too little compared to the house prices on the market.

Su Ngoc Anh said the Department of Construction would work with local authorities to build 11,000 resettlement houses for those in needs. The city will speed up other social real estate projects that can provide more than 38,500 apartments.
