City uncovers violations by investors in canal drainage and cleanup project
A water drainage and pollution reduction project related to HCM City’s Tham Lương–Bến Cát–Rạch Nước Lên canal has committed many violations, according to the city authority.
The results were released at a recent working session between the chairman of the People’s Committee, Nguyễn Thanh Phong, and the project’s investor, the Construction Management Board under the Steering Centre of the Urban Flood Control Programme.
The city said the investor had paid the main contractor more money than the real figure, and had not supervised the work properly. It also had committed violations connected to the construction’s drawings.
Chairman Phong asked the investor to withdraw the higher payment and make a new plan and submit it to the Steering Centre.
He also ordered the Construction Management Board’s director to review and punish individuals or groups who caused the violations.
To ensure that schedules are met, Phong urged the board to complete compensation payments for land clearance for households in districts 12, Bình Tân, Tân Bình and Gò Vấp.
The chairman assigned the city Department of Finance to consider cutting costs for some parts of the project and for landslide clearance.
The project aims to improve the environment, improve drainage, expand waterway traffic, and give a facelift to areas on the banks of the Tham Lương canal, which covers nearly 15,000ha of land.
The canal, which has a length of 32km, traverses the districts of Bình Thạnh, Gò Vấp, Tân Bình, Tân Phú, Bình Tân and Bình Chánh, and districts 12 and 8.
The project includes two phases with total investment capital of nearly VNĐ10 trillion (US$438 million) from the city’s budget and other sources.
It is expected to be completed in 2021.
