Hanoi urged to relocate factories from inner city

The plan to remove dozens of polluting factories out of Hanoi’s centre is at a standstill after years.

The Department of Natural Resources and Development and the Department of Planning and Architecture were asked to classify the factories into three main categories: factories that cause severe pollution and must be relocated immediately, factories that cause pollution but problems can be fixed and those that must be relocated in accordance with the city's planning.

However, the plan has been in limbo as firms do not want to move too far away or lack the finance to invest in clean technology. As of now, 90 factories have been included in the must-be-relocated list because of the city's planning.

During the conference about relocating polluting factories out of 12 districts in Hanoi, many experts have urged Hanoi authorities to quickly carry out the plan because this is an important issue and the relocation is in sync with the citizens' wish.

The experts asked Hanoi authorities to propose to the prime minister to relocated facilities under the ministries. Hanoi authorities should have policies to encourage and support firms to relocate quickly.

According to the plan which was approved in 2016, 117 facilities must be relocated out of 12 districts in Hanoi by 2020. However, over 113 facilities still remain in Hanoi. The list includes Thang Long Tobacco Company and Rang Dong Light Source and Vacuum Flask JSC where the recent fire caused fear of mercury pollution in the area.
