Major waste treatment plant left idle in Hanoi for four years

A large waste treatment facility in Hanoi's Dong Anh District has been left unused for four years after construction completion.

Construction of the Dong Anh Waste Treatment Plant started in 2011 on an area of over eight hectares in Viet Hung Commune. It was built to apply plasma technology for solid waste treatment with a daily capacity of 500 tonnes. Thanh Quang Trade and Industrial Construction Company had invested a total of VND 768 billion (USD33.39 million) in the project. However, despite having been completed in 2017, the plant has not yet been put into operation until now.


Speaking with Dantri/Dtinews on November 25, vice-chairman of Dong Anh District People's Committee, Nguyen Anh Dung, said that there were two main causes to the long delay of the project.

"The lack of competent staff and the problems in the import of equipment are the two main causes to the long delay of the project," the official explained.
"We had created favourable conditions for this project including giving free land use rights of 50 years for the investor but are now disappointed with the project. Many residents living around the project have also sent complaints about their agricultural land having been taken for the project but then left idle for such a long time. We have urged the investor and reported to the city authorities to seek solutions to these problems."


A representative from Thanh Quang Trade and Industrial Construction Company said that the delay was caused by various problems including their financial difficulties, conflicts with equipment providers, and they're waiting for local authorities approval for their amended investment certificate.


"We’re trying to fix our own problems," the company's representative said. "In the meantime, we really want local authorities to soon approve our amended investment certificate so that we can put the plant into operation as soon as possible."

At present, Hanoi has two landfills, Xuan Son and Nam Son, which are all burying treated waste. Both of these landfills have constantly operated beyond their capacity and are now already overloaded, leading to waste being left in many residential areas.
