Ministry of Culture sharpens crack-down on live performances

The Ministry of Culture, Sports, and Tourism will publicise the names of artists and organisations violating live performance laws and establish hotlines in big cities for the reporting of such ‘offences’.

To avoid granting licenses to artists and organisations violating the laws, the ministry has required the departments in localities to continually update the list of violating individuals and organisations which will be sent to the Department of Performing Arts.

Based on this list, it will be easier for management agencies to apply sanctions.

Since August departments in big cities have to establish hotlines so that people can immediately report violations to the authorities.

The Department of Performing Arts will establish three groups to co-operate with the ministry’s Inspectorate Department to manage art performances in cities including Hanoi, Ho Chi Minh City and Thai Nguyen. These groups must be established before August 30.

The ministry’s Legal and Training Department in co-operation with the Department of Performing Arts will organise annual training courses to inform artists and organisations about regulations on performances and give them aesthetic and artistic direction. Young artists who are self-employed will be particularly targeted.

The ministry required the Department of Performing Arts to carry out further studies on the granting of licenses for singers and models. The department is also urged to complete the circular instructing the implementation of the decree on art performance regulations, which should be released before July 15.

To tighten up on performances administrative sanctions will be stricter with higher penalties. Some more articles in the decree on sanctions applied to cultural activities will be amended and supplemented by the Legal Department.
