Military lands used for pig farms

The Ministry of Defense is investigating a case in which military lands were leased out for dozens of pig farms in Hanoi's Thach That District.

On May 19, 2006, the General Staff under the ministry's General Department of Logistics signed a joint venture contract with two local men, Vu Van Hung and Nguyen Van Luan.

The departments then leased out a plot of land labeled D26 in Yen Binh Commune, Thach That District, which measures thousands of square metres, while Hung and Luan would make investment to build the farms. It was a 15-year contract.

The contract further stated that Hung and Luan would pay VND20 million (USD1.250) per hectare each year.

After receiving news that the farms were causing serious pollution, the minister of defense, Phung Quang Thanh, ordered an inspection team to find out whether the contract is legitimate or not. They must also check on the pollution problems and individual responsibilities.

On December 3, an official of Yen Binh Commune said Hung and Luan are only representatives for dozens of households and there are over 30 farms located inside D26. Currently, they have just sent a report about managing work over military lands to the inspection team.

Colonel Tran Quoc Dung, head of the inspection team said they plan on asking for directives from the minister in order to verify the land's origin, management and ways to deal with the lands in Yen Binh Commune. The investigation will be wrapped up on December 6.
