Inspection Commission proposes to punish seven officials in the Formosa incident

The Party Central Committee's Inspection Commission has just proposed punishments for seven officials including former Minister of Natural Resources and Environment, Nguyen Minh Quang, and former chairman of Ha Tinh Province, Vo Kim Cu for their responsibilities in the Formosa disaster.

At a recent meeting chaired by head of the Party Central Committee's Inspection Commission, Tran Quoc Vuong, disciplinary measures were proposed to the Ministry of Natural Resources and Environment party branch and some officials for their violations which led to the Formosa disaster.

According to the commission report, the party branch at the Ministry of Natural Resources and Environment during the 2008-2016 period was irresponsible and lax in their management, supervising and monitoring which led to serious violations in the assessing and approving the Formosa project.

It was the fault of former Minister of Natural Resources and Environment, Nguyen Minh Quang, two former deputies Bui Cach Tuyen and Nguyen Thai Lai, head of the Department of Environmental Impact Assessment and Appraisal, Mai Thanh Dung, and head of the Environmental Protection and Control Department, Luong Duy Hanh, the report blamed, adding that their violations were serious and so they needed to be punished.

The report also pointed out violations at the Ha Tinh Provicial People's Committee party branch for the 2004-2011 and 2011-2016 periods in which former party secretary cum chairman Vo Kim Cu, head of the Management Board of Vung Ang Economic Zone Ho Anh Tuan and some other provincial officials all showed their irresponsibility and lax management and supervision in the appraising and approving the Formosa project.

Vo Kim Cu was deputy chairman of Ha Tinh Province and head of the management board of the Vung Ang Economic Zone in 2008, when Formosa Plastics Group received the investment license for its steelmaking project in Vietnam.

That year, Cu signed a proposal on behalf of the province’s chairman, calling on the government to consider allowing the Taiwanese firm to invest in Vung Ang and as head of the economic zone, Cu granted the licence for Formosa to officially start operations.

In January 2015, Cu held three high positions at a time; chairman of the provincial people's committee, secretary of the province’s party committee, and a National Assembly deputy.

The commission also suggested that punishment should be considered for Vo Kim Cu and Ho Anh Tuan following their serious violations.

Last June, Formosa admitted that untreated water dumped directly into the sea from its steel plant in Ha Tinh was the main cause of the deaths of hundreds of tonnes of fish in waters off four central provinces.

The environmental disaster affected some 100,000 fishermen and local labourers of the fishing and seafood industries, according to a government report.

Formosa had paid USD500 million in compensation to people that had their livelihoods affected by the disaster.
