Despite weak infrastructure, apartment building projects have been quick to be built in both wide and narrow streets in Hanoi, putting more pressure on the city.

Two apartment projects on Dinh Cong Street

Khuong Trung Street in Khuong Trung Ward, Thanh Xuan District is only 3 metres wide and faces congestion during rush hours. Yet a new apartment project is being planned for the street.

Bui Thu Thuy, a parent with two children said it was torture getting the kids from school which is also located on the street. "The congestion is so bad now and it will worsen when the apartment building is completed," she said.

Khuong Trung Street has always been busy even though it's not a main street. While the adults will face more severe congestion, children will suffer from a lack of school facilities.

"I don't know what the district and city authorities are thinking to put an apartment project here," said Ngan, another local.

People living on Chinh Kinh Street are also worried as the new apartment building is being completed. Thousands of people with vehicles will move into the already crowded area. Local Nguyen Thi Hien said, "There's no new park or playground for the children, only apartment blocks. I don't know if the buyers want to move in a place where there is constant congestion and no school."

Apartment blocks are being planned in various small streets in Hanoi. There are two projects on Dinh Cong Street and two projects in Truong Chinh Alleyway 102.

Vice Chairman of the Hanoi Urban Planning and Development Association Dao Ngoc Nghiem said it was because Hanoi had lax population management and the planning hadn't specified the population for each area.

"According to the planning approved in 1998, the the inner city's population, from the south of the Red River to ring road 2, should decrease from 960,000 to 800,000. But in reality, it increased by 1.2 million in 2010. So there are goals but the management has many shortcomings," Nghiem said.

Nghiem went on to say that details were all stated in the plans but they were rarely followed because of lax management, especially the lack of management over local adjustment of the detailed planning for the constructions.

Hanoi has about 500 buildings that have over 10 floors and many projects waiting for adjustments.

"It's urgent to review all projects to find a solution for the problem. We need a master plan then a zoning plan or detailed plan for each area with a specific number of floors to avoid corruption," he said.
