Chairman of Hanoi People’s Committee Nguyen Duc Chung said the city will only restrict motorbikes in the city centre by 2030, but not ban them completely.

Chung had a meeting with municipal constituents on July 24.

At the meeting, Nguyen Ngoc Toan, a constituent of Hoan Kiem District’s Trang Tien Ward, said that it was infeasible for Hanoi to ban motorbikes by 2030 when the city’s infrastructure may fail to have adequate public transport.

Toan added that most of people with low and medium income often use motorbikes to travel into small lanes easily, particularly when the city’s public transport still needed dramatic improvement.

“Currently, up to one third of streets is used for bus rapid transit services, causing traffic jams more serious at peak hours at narrow streets,” Toan said.

He raised the question that the motorbike ban seems to mean that local authorities want to protect rich people who have cars.

To reduce traffic congestion, Hanoi should limit the construction of high-rise buildings in the city centre, Toan suggested.

Chung said that Hanoi will not ban but just restrict motorbikes in certain areas in central districts. He said the city would raise the number of public buses from 1,000 to 1,500, and expand its metro system in the coming years to encourage the use of public transport.

Hanoi has about 5.2 million motorbikes, 486,000 cars and 1.2 million vehicles from other provinces. Its annual growth rate in car sales is 10% and 6.7% motorbike sales.
