Many pupils in Hoa Binh Province have to swim across a large stream to reach school and stay at home during the rainy season to avoid flood as the bridge deteriorates.

Chairman of Lo Son Commune Bui Van Nuom said Road 436 also deteriorated and duped the 'worst road' by the locals. As Cai Stream divides the commune in two, the locals use three bridges to travel and go to schools, health facilities and post office.

Lo Son Commune has three bridges built during the 90s, however, all of them are deteriorating badly and the bridge in Be Village can no longer be used. In 2016, the provincial Department of Transport and Tan Lac District authorities removed the deck but haven't repair or rebuild the bridge.

The locals have to cross the stream on foot or walk precariously on the leftover of the bridge. The other option is to walk on a bad road for 3 to 6km.

Dinh Thi Truong, headmaster of Lo Son Primary School said some pupils were carried to school by their parents on motorbikes, but many were late to school even though they had to wake up early to walk. Some other pupils swim across the stream. One pupil was recently swept away, but was luckily saved by a fisherman nearby so many pupils didn't go to school during rainy season.

The Directorate for Roads of Vietnam ordered to build a new bridge in early 2017 as part of the Local Road Asset Management Project. The bridge is supposed to be 20 metres long and 2.5 metres wide. It is estimated to cost VND2bn (USD88,000).

"I told everyone the news but nothing has been started yet. I feel ashamed because many have told me that I lied to them," Chairman of Lo Son Commune Bui Van Nuom said.

According to the locals, they intended to repair the bridge themselves but Tan Lac authorities interfered, saying that they should wait for the new bridge.
