Survey reveals low wages affect 39% of workers

Vietnam General Confederation of Labour held a meeting about living conditions and basic wages in Hanoi on July 12. At the meeting, the Institute of Workers and Trade Unions and the Department of Labour Relations announced the results of the survey on living conditions conducted in 25 cities and provinces. They collected information about wages, spending and difficulties from 3,008 workers at 150 businesses.

According to the survey, the average monthly wage is VND4.67m (USD186). Workers in the construction and transportation sectors had the highest wages of VND4.94m. Textile workers had the lowest wages of VND4.22m. The workers also earn additional salaries from extra shifts and other bonuses which are not calculated in their social insurance. Including the bonuses, workers earn a total VND5.53m each month, 1.4% higher than 2017 survey.

The survey pointed out that 2,885 workers are living with relatives or have their own families. Each household has an average of 3.7 members, 2.05 of which are dependents. The minimum spending for one month is VND6.57m (USD262).

32.1% of households have VND1.5m (USD60) savings a month. 17.4% said they had good saving accounts, 43.7% only earn enough for daily expenses, 26.5% lead an austere life and 12.5% have to find extra jobs to cover their living costs.

The number of workers who earn good money and have savings increased by 1.3% compared to 2017 survey but the number of people who lead an austere life also increased by 5.8%.

A survey conducted at 11 FDI firms in Linh Trung 1 Industrial Zone showed that most workers earn an average of VND6.2m (USD248) a month. This was barely enough for families with only one child and completely insufficient for those with two children. 17.2% were satisfied with their salaries, an increase of 5.5% compared to last year. 65.7% said they were satisfied for now, an increase of 13.3% and 17.1% were not satisfied, a decrease of 7.8%.

After collecting the information on living conditions and the consumer price index in the first half of the year, the Vietnam General Confederation of Labour proposed raising the basic wage by 8% next year. However, Pham Minh Huan, former deputy head of the Ministry of Labour, Invalids and Social Affairs said a 5-6% raise, about VND150,000 (USD6) to VND200,000, was reasonable.

The minimum wages which have been applied from January 1 is VND3.98m for Region I which includes major districts and cities such as Hanoi, Haiphong and HCM City, VND3.53m for Region II, VND3.09m for Region III, and VND2.76m for Region IV.
