Illegal quays rampant in Ha Long
Many illegal constructions have been found in Ha Long and Bai Tu Long bays.
A small beach was built on one side of Soi Co Island while a quay was built on the other side for kayaking service. An even bigger quay was built near Thay Cave on another island. This quay is 200 metres long, 10 metres wide and runs deep into the mountain. However, it is almost abandoned.
Both of the quays belong to the same company that had plans to also include a path to the mountain top. For some reason, the plan was abandoned.
On May 21, Deputy Head of the Management Board of Ha Long Bay Pham Dinh Huynh admitted that most of the constructions were illegally built.
In 2009, Quang Ninh Province authorities approved of the proposal to promote tourism by letting Dong Duong Company build the quays in Soi Co Island and near Thay Cave. While the required procedures hadn't even been completed, the constructions were already started and done.
According to Huynh, the Dong Duong Company lacked necessary papers so they reported the case to the Quang Ninh City People's Committee in 2016. They also made records of the illegal quay near Thay Cave in 2016 and 2018. Quang Ninh City authorities issued directives to have measures to deal with the consequences. But at that time, the quay was nearly completed.
When being asked about the construction near Ba Men Temple, Huynh said the old temple had deteriorated badly and needed to be renovated. Huynh admitted that the authorities haven't granted a building permit for this construction, however, the Department of Culture, Sports and Tourism are considering issuing a permit for it.
