Promoting Vietnam - US Customs cooperation to prevent origin fraud

On August 27, Deputy Director General of Vietnam Customs Mai Xuan Thanh had a working session with Barbara Weisel, Assistant U.S. Trade Representative, to discuss issues related to customs cooperation in fighting origin fraud.

At the working session, Deputy Director General Mai Xuan Thanh thanked the Assistant U.S. Trade Representative for visiting and working at the General Department of Vietnam Customs.


Thanh said that Vietnam-US trade relations are developing strongly. This is a great effort in promoting the cooperation between the two Governments.


The trade war between largecountries also raises concerns about origin fraud and illegal transit of goods. Thus, the Vietnam Government has paid attention and drastically directed ministries and sectors to closely control this issue.


Accordingly, the Ministry of Finance and the General Department of Vietnam Customs have issued and set specific goalson preventing origin fraud and illegal transit and labelling of goods.


Vietnam Customs has investigated origin fraud and achieved positive results.


Vietnam Customs wishes to strengthen cooperation with the US Customs in an effective manner, contributing to the development of trade relations between the two countries.


Regarding information exchange, Deputy Director General Mai Xuan Thanh hoped that the US Customs will actively exchange information with Vietnam Customs.


Origin fraud will cause Vietnamese enterprises to lose business opportunities. If fraud lasts a long time, Vietnamese enterprises will find it very difficult to survive. In order to protect private enterprises, Vietnam Customs has proposed ministries and sectors to closely control the issuance of C/O.


However, in the long term, the cooperation of the Customs authorities of the two countries will play a very important role.


In the future, when the Cooperation Agreement is signed, it will be an opportunity for the Customs authorities of the two countries to deploy cooperation, including exchanging information on goods originating from Vietnam to the US.


Vietnam Customs wishes to develop a memorandum of understanding on anti-origin fraud, illegal transit and implement immediately after signing the agreement.


At the working session, Barbara Weiselsaid that the promotion of cooperation related to capacity was not only discussed for the cooperation between the two Governments but it also gives priority to support private enterprises.


Barbara Weisel also emphasized that the signing of cooperation agreements will be mentioned during her visit in Vietnam and after returning to the US as well as updating the progress of the agreements which are important for Vietnam.
