New automobiles will be exempt from the first mechanical check starting today, March 22, under a revised circular on technical safety and environmental protection issued by the Ministry of Transport.

The decision aims to simplify procedures and reduce costs and time for vehicle owners, according to the ministry.
The new circular stipulates that owners of brand-new vehicles can submit dossiers at registration centres to receive stamps without having to bring in their vehicles.
It also extends the interval between the two checks from 30 months to 36 months for those that have vehicles with up to nine seats and are not engaged in transport services. Meanwhile, the period will be lengthened from 18 months to 24 months for vehicles up to seven years old.
For those with more than nine seats, it will be 24 months instead of 18 months. After they become five years old, the period will be extended to 12 months instead of six months.
Regarding the group of trucks of all kinds which were produced 20 years or more ago, the interval between the two checks will be extended from three to six months.
According to the Vietnam Register agency's calculation, each vehicle owner will save from VND250,000-570,000, depending on the type of vehicle, when exempted from the first registration fee.
National Traffic Safety Committee statistics show that about 548,000 new cars were registered nationwide last year. If the proposal had been applied since last year, hundreds of billions of VND could have been saved.
Many vehicle registration centres are currently shut amid a widening investigation into systemic corruption case taking place at the Vietnam Register.
As of March 1, 2023, there are 281 registration centres across the nation with 489 evaluation systems. 59 centres have been suspended, mostly in Hanoi and HCM City, leading to a serious congestion at those centres still operating.
About 1,500 vehicle inspectors are currently working, while there need to be at least about 2,000 inspectors to meet public demand.
