Re-elected Prime Minisiter Nguyen Xuan Phuc has vowed to pursue a responsible and humble government.

Nguyen Xuan Phuc was elected as prime minister by the 13th National Assembly’s 11th session in April 2016. He was re-elected by the 14th National Assembly on July 26. The new prime minister will propose personnel for the government for the NA’s approval.

In his speech, Phuc affirmed that he would protect Vietnam's sovereignty, further develop the country and committed himself to create a transparent and model government.

Citing words from Emperor Le Thanh Tong, Phuc emphasised the important of the law, saying that the message that the royalty and peasants alike have to obey the laws and Ho Chi Minh's demand for a replacement of government by orders with government by laws through the seventh demand in the document Demands of the Annam people was still true to today.

The government rules by the laws and it also has to obey the laws. There is a need to reinforce office discipline, improve the work efficiency and people's satisfaction. Phuc vowed to wipe out bribery and make the government's work transparent to control corruption and prevent officials from harassing people.

"If violations are discovered, no matter how highly-positioned the officials are, they will be investigated and punished," he said.

Phuc stressed the points because he knows the people are being fed up with government that can't follow its own laws and it's unacceptable that the government is lying out right to the people. It's also aggravating that there are civil servants play 'small kings' in the way they relate to the public.

Yes, the fish rots from the head so if each and every officials respect the law and office discipline is successfully reinforced then the community will be much better. Severe corruption cases like the Vinalines and Vinashins will be reduced and even officials with ambiguous promotions like Trinh Xuan Thanh and Vu Huy Hoang should be limited.

The speech and vow to deal with corruption are nothing new, it's actually quite old and boring, but hope is still there in the people for a better government and the determination of their leader.
